PEEL is a highly devolved project; groups are entirely
autonomous and often form with no reference to the central co-ordinating group.
There is, however a network of groups linked by things such as PEEL Collective
meetings, the annual conference, PEEL SEEDS, the journal of the project and
various in service activities. The establishment of many groups has involved
some assistance from people such as Ian Mitchell, but groups have been founded
in many different ways; one essential requirement is one or two people willing to
take on a leadership role in their school someone who makes things happen. PEEL
groups cannot be led from outside the school. The PEEL network helps provide
coherence and what PEEL teachers report today is remarkably consistent with the
goals of the original group in 1985.
